Riviera Beach CRA Seeks Developers For Marina Village Phase II

JLL has been named the real estate and development advisor for the Riviera Beach Community Redevelopment Agency (CRA) and will be supporting phase II of the Marina Village Redevelopment, a public-private partnership (P3).

The Request for Proposals (RFP) was issued on Aug. 27 and is available here – responses are due Nov. 17, 2025.

The strategic vision for the Marina Village Redevelopment is to create a destination that is welcoming to both residents and visitors expanding public access to the waterfront and ensuring it is protected.

Combined with infrastructure improvements along the Broadway Corridor, Riviera Beach’s Marina Village will create an engine of revitalization, attracting new investment, business and jobs to the community. Anchored by the City Marina, the redevelopment will be a regional gateway and crossroads, serving as a premier destination, employment hub and entertainment center.

“Marina Village Phase II will build upon the success of Marina Village Phase I,” said Gedel Merzius, CRA Executive Director. “The plan consists of a series of development projects catered to the development of its downtown core which together work towards the same goal – to be an engine of revitalization for the people of the City of Riviera Beach.”

The CRA envisions waterfront restaurants, entertainment, a hotel, retail and/or office development that will also provide substantial parking spaces needed to accommodate the increased number of visitors along Florida’s renowned Intracoastal Waterway. Additionally, two multifamily buildings are currently underway at Marina Village.

Riviera Beach offers a prime location on Florida’s eastern coast in Palm Beach County, just 75 miles north of Miami and 15 miles north of West Palm Beach. The City boasts excellent accessibility via major highways, proximity to Palm Beach International Airport, and potential for future rail connectivity. With beautiful beaches, waterfront attractions and a thriving marine industry, Riviera Beach has a strong foundation in tourism and water-based commerce. The Port of Palm Beach serves as a major economic driver, facilitating international trade.

Recent JLL research, Redefining Public Delivery One P3 at a Time found a notable acceleration of P3s in the last two years. The uptick reflects how more public entities are viewing P3s as strategic financial management tools that provide predictable costs, potential revenue streams and protection against market volatility during times of economic uncertainty.
