JLL Adds Former City Of Miami Real Estate Chief To South Florida Team As Managing Director
JLL announced the addition of Andrew Frey as Managing Director, strengthening the South Florida team’s capabilities in key areas spanning public sector leadership, zoning and land use law, urban planning, and real estate development.
As the former Head of Real Estate for the City of Miami, Frey’s diverse background also includes development, acquisitions, dispositions, property management, and asset management. His multidisciplinary expertise positions him to help clients navigate complex real estate opportunities and drive strategic growth throughout Florida.
In this role, Frey will focus on serving public-sector clients and private-sector clients doing business with the public sector, including government entities, transportation agencies, higher education institutions and healthcare providers, leveraging his extensive industry expertise and established relationships to support JLL’s continued growth across the region’s real estate landscape. He will be based out of JLL’s Miami office.
“Andrew’s arrival is a defining moment for JLL in South Florida. We’ve secured one of the most sought-after professionals in the market — someone with an unparalleled combination of public sector leadership, zoning and land use expertise, and hands-on development,” said Dan McGowan, JLL Executive Managing Director and Broker Lead for South Florida. “Andrew has led major development projects from concept through delivery and guided complex public sector transactions through the approval process. He understands how government agencies evaluate transactions, what it takes to secure entitlements, and how to successfully structure public-private partnerships that achieve approval and secure financing. For these reasons, Andrew’s addition creates a competitive advantage for our clients.”
Mr. McGowan added, “Government agencies, universities, healthcare systems, and private developers now have access to someone who can navigate Florida’s most complex transactions from entitlements and public-private partnerships to large-scale acquisitions and dispositions. This is the caliber of talent that elevates an entire platform positioning JLL as a leader for sophisticated public sector and institutional real estate across the state. We are thrilled to have him on our team and to have our clients benefit from his expertise.”
Frey brings more than 20 years of experience across the public and private sectors spanning real estate development, land use and zoning, urban planning, acquisitions and dispositions, asset management, and public-private partnerships. Most recently, he led a team of more than 40 professionals in his role overseeing the City of Miami’s commercial real estate portfolio and related activities, including development, acquisitions, dispositions, property management, asset management, and public-private partnership initiatives.
Prior to joining the City of Miami, Frey held senior development roles with AJ Capital, Crescent Heights, Fortis Design + Build, White Oak, and Tecela, where he managed projects through all phases of the development lifecycle, from market analysis, financial underwriting, and site acquisition to design, entitlements, capital sourcing, construction, stabilization, and disposition. Earlier in his career, he practiced zoning and land use law at Akerman and Gunster and worked as an urban planner with the Cambridge Housing Authority, providing him with a comprehensive perspective on the real estate industry.
Frey earned a Juris Doctor from the University of Michigan and a bachelor’s degree from Boston College. An active member of the community, he serves on the board of the University of Florida’s Bergstrom Real Estate Center, was appointed by former Florida Governor Rick Scott to the board of the Tri-Rail and has held various leadership roles in ULI Southeast Florida/Caribbean’s District Council.
